Financial Education Workshops
[January 25, 2012]
The Office of the Standing Chapter 13 Trustee, David Ruskin, is pleased to announce a series of FREE workshops for people in the Chapter 13 process.
The workshops are:
Credit Reporting, Scoring and Rebuilding - February 21, 2012
Financial Dangers: How to Protect Yourself - March 20, 2012
So, Your Plan is Confirmed... Now What?
Each workshop will be held in the Conference Center at our office, running from 7PM - 8:30 PM.

Space is limited and the workshops are open only to those who are currently in Chapter 13 with cases assigned to David Ruskin.
Order Confirming Plan Format
[April 18, 2011]
Reminder: The Order Submission program that the Court has provided for Trustees to use does NOT accept documents in Word 2007 or Word 2010 format. Word documents must be saved in Word 2003 format. Our office will reject Order Confirming Plan
documents that are not in DOC or WPD format.
Joint Policy Regarding Central Email Reader
[January 4, 2011]
The Offices of Krispen S. Carroll, David Wm. Ruskin, Tammy L. Terry and Carl L. Bekofske are pleased to provide coordinated procedures for the use of the central email reader program. It is our goal to keep the procedures for our offices as similar as possible. The three Detroit offices are using the central reader and it is available for use now. Note that some of the restrictions related to the procedure will begin effective January 18, 2011.

Note that the email address for documents sent to David Ruskin has been updated to provide uniformity with the other offices. Please begin using the new address immediately.
IRS guide to Form 2848

The IRS has a pamphlet detailing how to complete Form 2848, along with a checklist of common problems.

IRS Form 2848 - Power of Attorney
[March 25, 2010]
On March 12, 2010, the Judges of the United States Bankruptcy Court for the Eastern District of Michigan issued a Notice that in all Chapter 13 cases where the Plan has not yet been confirmed and in which the Plan provides for payment of tax refunds to the Trustee, the debtor shall sign, as requested by the Trustee, IRS forms to authorize the IRS to forward those tax refunds directly to the Trustee.
A sample completed IRS Form 2848 can be found in the Forms section of the Library page of this website.
The Chapter 13 Trustees have discussed this requirement and have adopted a processes to implement this new Notice.

The Standing Chapter 13 Trustees for the Eastern District of Michigan have issued a joint memo regarding service of documents

Policy Regarding Fee Applications
[October 7, 2003]
The offices of Tammy Terry, Krispen Carroll and David Ruskin have agreed to a standardized
policy for dealing with fee applications in dispositive orders.
